CHP officials said the Caltrans worker asked the Toyota Camry driver to move the vehicle from the center median to the right-hand shoulder. A verbal and physical altercation then broke out at some point during their interaction, CHP officials said.

The driver, later identified as Tomes Torres of Concord, allegedly produced a handgun, pointed it at the Caltrans worker then fired two shots into the air.
